Soccerplexe Cup Summer Indoor Soccer League (18+)

 

 2004 Rules and Regulations (Amended June 17, 2004)

 

Administration:

 

            • Every team must have paid their $1200 fee by the start of the first scheduled game. Failure to do so will result in a 50$ late payment fee, per game of late payment. After 3 games of late payment, teams risk suspension or expulsion from the league.

 

            • Each team will be provided with game sheets. It is your responsibility to photocopy ample sheets for the rest of the season. Under no circumstances may any team use the photocopier on the premises. Failure to comply will result in an official warning, subsequent infractions will result in forfeit losses.

 

            • Each game sheet must be handed to the referee before the game starts and must be filled out completely. Players not registered on the game sheet are deemed illegal.

 

            • No warm-up time is allotted in this league. Games must start on time and finish on time in order not to disrupt field availability.

 

            • All communication between teams and the League administration must be done solely through the team Contact. No verbal agreements or communication will be accepted. All communication with the league must be either faxed or emailed to the League Administration. Phone calls are also unacceptable, except in the case of an emergency.

 

(new)   • All suspensions, expulsions and disciplinary sanctions will be handled by an independent Discipline Committee. All decisions rendered will be final. This committee is comprised of individuals that offer a neutral and unbiased position to the league. Should the league director participate in the league, he cannot sit on any committee meeting to decide any disciplinary sanctions resulting in action being taken against his or any team in his division of play.

 

(new)   • All suspended players must be clearly marked on the game sheet as serving a suspension. The player does not have to be present to serve the suspension, but is NOT allowed to sit on the player’s bench during the suspension period.

 

(new) • All discipline cases are dealt with on an individual basis. The information obtained is based solely on the testimony of the referee, and witnesses, if any, that are neutral. For added clarity, the attached “Discipline 2004” matrix will be used to determine suspensions, however, it is not to be regarded as an exhaustive list. In special cases, captains from other teams may be called in to help decide the outcome on a specific case.  

 

 

 

1.                  Minimum age of players is 18 years on day of game.  If questioned about age, the player must show one of the following proofs : driver’s license, medicare card, S.I.N. card or passport. NO PROOF, NO PLAY.

2.                  Teams will play maximum 7 a side, one of which must be designated as, and dressed as, a goalkeeper.

3.                  The minimum number of players required to start a game is 5 per team. If a team does not have 5 players dressed and on the field at game time, the clock will start, and after 5 mins. if still unable to play, that team will be down 1 – 0, after 10 mins. 2 – 0, and if still unable to play after 15 mins. will forfeit the game 5 – 0 and be subject to a $25 fine. A second offence of this nature will bring a $50 fine and a third a $100 fine and possible expulsion from League.

4.                  Point system:        3 pts. Win, 1 pt. Tie, 0 pts. Loss.

5.                  Visiting team is listed second on schedule and must change shirts if colours clash with opponents’ colours.  Away team MUST use ‘Visitors’ bench. ONLY 2 persons not dressed to play, incl. Coach allowed at bench.

6.                  No new players or transfers after June 17 / 04

7.                  Players may play with only one team, but may transfer if in good standing with original team, and must miss the following game after transfer approval by the League, before June 17, 2004

8.                  A person who owes fees or uniform to a team is considered ‘not in good standing’ and is prohibited from playing for any other team in this league. Coaches must communicate with each other concerning transfers.

9.                  A player must play in at least 1 game in the trial period to be eligible for playoffs.

10.              Should a team be expelled or withdraw from the league, it’s fees will not be refunded.  If the team has not played an equal number of games against each opponent, it’s record shall be completely expunged. If however, it has played each opponent an equal number of times, only the games after that will be expunged.

11.              Players arriving after halftime will not be allowed to play.

12.              If, at the end of the season, the top teams are tied on points, a playoff will decide the winner.  A tie for any other position will be decided as follows:

a)      Goal Difference:

b)      Record against each other

c)      Most goals for.

 

ON FIELD RULES:

A)        With the exception of the goalkeeper, no player may wear long pants.

B)        Re footwear:  Soccerplexe forbids the wearing of 6 stud, molded multi LONG studs and any shoes with metal on the sole. Molded angular or nipple soles are ok.   Team captains are responsible to monitor this.

C)        Ball may be played forward or backward from any center-field kick-off.

 

D)       Home team will take the opening kick off from it’s bench end of the field.

 

E)      If a player should intentionally play the ball back to the keeper by foot (below the knee) the keeper must not play the ball by hand. Should this infraction occur inside the penalty area, a direct free kick shall be taken from the penalty spot. As this is not an actual penalty kick, a defending wall is allowed.

 

F)         A player receiving a SECOND YELLOW card shall be assessed a RED card and ejected for the remainder of the game.

A player receiving a DIRECT RED CARD shall likewise be ejected for the      remainder of the game.                     

G)        All ejected players MUST leave the playing field and bench area.

H)        Suspended players (must be indicated as such on team sheet) are not allowed at the bench during the game.

I)         Referees may assess a cooling off period to any player, WITHOUT giving a yellow card.         The player may be replaced. Only 1 cooler per player allowed.

J)         Player on the ground may not play the ball if an opponent is within playing distance of the ball.

K)        Slide TACKLING shall be penalized. If inside the penalty  area a penalty shall will be awarded.

L)        N.B.   NO REBOUND ON PENALTY SHOT.                                                                        M)        An intentional ‘LAST MAN’ foul tackle or handball is a red card offence.

N)        Goalkeepers may score by throwing the ball into the opponents net.

O)        All kicks are DIRECT, including goal kicks and center kick-offs.

P)         If the ball hits the ceiling, the kick shall be taken from a spot directly below where the ball first touched.             EXCEPTION: over penalty area shall be a corner kick.   

Q)        Should a team fall behind by 10 goals a ‘Mercy Rule’ shall be applied, and the game terminated.

 

• All games played will be two halves of 25 minutes. No overtime is allotted for ties. No injury time will be allotted as well.

 

            • Substitutions are permitted on the fly. However, if a team is caught with too many men, or if they are guilty of taking an unfair advantage, a caution may be administered. Play will be restarted with a direct kick to the opposing team. Substitutions are permitted only in front of the players’ bench, with a lee-way of 1 meter on each side.

 

Protests:

 

            • A properly submitted written protest by the team manager only, will be accepted. However, protests on judgment calls (handball, ball in or out…) will not be accepted.

 

• At no time will protests be accepted on the field of play.

 

Statistics: 

 

            • Weekly compiled statistics will be provided to each team as well as posted in the glass cabinet. A win will merit 3 points, a tie 1 point, and a loss, 0 points.

 

            • Statistics are compiled solely from the game sheets. If any of the facts concerning the goal scorers or carded players are incorrect, please notify the Referee immediately.  It is your team’s right to verify the facts recorded by the referee after the game.

 

 

 

Player Eligibility:

 

            • Teams may register a maximum of 25 players, but may only dress 16 for each game.

 

• Players may compete and be registered for only one team at a time. At no time shall a player play on two separate teams. The following defines a legal player:

           

• During the first six weeks (May 13-14 – June 17-18) teams may sign up any player. Once that player takes part in a game for that team, he becomes attached and registered to that said team. If, for reasons of mutual consent, a player wishes to trade teams, he may do so within this 6 week deadline. At no time can a player “test the waters” by playing with other teams during this 6 week limit.

 

            • A player may request one trade within this 6 week period. Players must be in good standing with the league and with each team for a trade to take place. Managers of both teams involved will sign a contract outlining the details of the trade.

 

            • As of June 17 -18, 2004 all rosters will be locked for the year!

 

            • After this date, teams can no longer add or substitute new players. Only players who have played at least one game within the 6 week limit are eligible to compete in the rest of the season. The following excuses, although unfortunate, are not acceptable:

1) “My goalie got injured for the rest of the season and we need another goalie”

2) “My best players got injured so we need some extra guys to help out.”

3) “The place where we work switched our shifts, so we need to call in more guys.”

4) “This player doesn’t feel like playing anymore, so I want to switch him.”

5) “This player will be on vacation so I need some more spares.”

 

Bottom Line: Avoid these problems by inviting additional players during the six week trial.

 

• In the following week, all teams will be issued a photo sheet which will serve as an ID for the rest of the season. This sheet must be brought to every game thereafter without fail. Failure to comply results in a forfeit loss.

 

• Any team(s) caught with an illegal player will forfeit ALL games that the illegal player took place in.

 

• Teams will all be made aware of photo session/registration dates.

 

 

General:

 

            • It is understood that this league is a recreational league with some mild competition. Should standings become lop-sided, the league reserves the right to alter divisions according to strength.

 

(new)   • Fighting and violence will not be tolerated. Offenders will find themselves receiving hefty suspensions for participating in violent activities. Those who provoke, instigate, initiate or continue fighting will also be receiving harsh suspensions regardless of their involvement within the act of fighting. Threats of any kind are not tolerated and will be investigated by the discipline committee.

 

Bottom Line: Everyone must get up and go to work the next morning!

 

            • These rules can be altered before or during the season. Teams will be made aware of such changes.
